Purpose: The process when Central Registry receives a limited service request through a CSENet transaction or a transmittal and provides the requesting jurisdiction with the limited service requested.

Description of the work step and how to perform the step

1. Receiving a Limited Services Request

  • The Central Registry receives a limited services request for one or more of the following required services:
  • Copies of support orders and/or payment records. Opening a case is not needed to provide this service.
  • Contact the assigned worker or the issuing County Clerk of the Superior Court for help in providing these documents.
  • Review the Clerks of the Superior Court table.
  • Mail or email the certified copy of the court order(s) to the requesting jurisdiction upon receipt.
  • Assistance with service of process. Opening a case is not needed to provide this service.
  • Submit a process service request with the local vendor.
  • Once the party is served, send proof of service to the requesting jurisdiction.
  • Assistance with genetic testing. Opening a case is not needed to provide this service.
  • Verify that the requesting jurisdiction provided the genetic laboratory name and procedures to follow, a test kit, and any other necessary materials.
  • Review the State of Arizona Alternate Sample Collection Sites table.
  • Make the arrangements for the Support Payor (SP) to be tested by scheduling an appointment, then contacting the SP with the appointment details.
  • If the SP is non-cooperative, the requesting jurisdiction may have to initiate the case to Arizona.
  • Provide the test results to the requesting jurisdiction.
  • Assistance with a teleconference for a hearing or deposition. Opening a case is not needed to provide this service.
  • Mail the notice of hearing or deposition to the party to whom the notice is addressed. Use the address provided by the requesting jurisdiction.
  • Inform the party to come to the Title IV-D office closest to their address with the notice on the day of the hearing or deposition.
  • Contact the local office to inform them of the request, and expect the party to appear at their office on the day of the hearing or deposition.
  • The office will provide a place for the party to call the number provided by the requesting agency.
  • Assistance with an administrative review.
  • Confirm there is no existing intergovernmental case.
  • If there is an existing case, the requesting state must send a CHILD SUPPORT ENFORCEMENT TRANSMITTAL #2 -SUBSEQUENT ACTIONS to the local Title IV-D office.
  • Assistance with discovery. Opening a case is not needed to provide this service.
  • Review the information provided or the discovery order to compel a response from the party in Arizona.
  • Contact an office attorney as necessary.
  • Assistance with AEI (Automated Enforcement Interstate). Opening a case is not needed to provide this service.
  • Review state databases to determine if information is available regarding any identifiable assets for a possible seizure.
  • If assets are identified, open a Title IV-D Limited Services case and forward it to the Financial Institution Data Match (FIDM) team for the next appropriate action.
  • If the requesting agency is asking for a levy, they must provide a CHILD SUPPORT ENFORCEMENT TRANSMITTAL #1 - INITIAL REQUEST.
  • Assistance with a Lien.
  • Encourage the requesting jurisdiction to contact the appropriate County Recorder’s Office to obtain their requirements to file a lien in their county.
  • Financial data/proof of respondent's income. Opening a case may not be necessary.
  • Review Section II of the T#3 to see if the requesting agency is specific about what they need. If not, review Cactus and enter the person's Social Security number to see whether any wages are reported. Provide the results of your research to the requesting agency.
  • Other. This applies to any request not listed above.
  • If the request is for a modification only, a levy, or to collect Unemployment Insurance (UI) benefits, a T#1 must be obtained to open a case.
  • The requesting jurisdiction must provide copies of all certified orders and payment records. If not, they must be requested.
  • For a modification-only request, do not request a debt setup, as Arizona will not be enforcing the order. Upon receipt of the modified order, mail it to the requesting jurisdiction and close the case.
  • For a levy or collection of Unemployment Insurance (UI) benefits request, a debt must be set up so that an automated interface will occur to withhold benefits. Create a new record in the IWO Withholding Screen and select the appropriate UI Income Withholding (IWO) type and select “Valid” as the IWO status to ensure the case is submitted for UI benefits withholdings.
  • For a request to file a Notice to an Arizona Court indicating that another jurisdiction has assumed continuing exclusive jurisdiction (CEJ) and modified Arizona’s court order, refer the request to the appropriate office attorney.

2. Acknowledging the Limited Services Request

  • Return the CHILD SUPPORT ENFORCEMENT TRANSMITTAL #3 - REQUEST FOR ASSISTANCE/DISCOVERY ACKNOWLEDGMENT to the requesting agency and provide the status of their request.

3. Opening a Limited Services Case

  • Any case opened to accommodate a limited services request, add the Activity History code A0102 Limited Assistance Only/Request – See Narrative and document the request in the Comments section. Adding this activity code will prevent the case from being reported as an open Title IV-D case.
  • Note: When the requesting jurisdiction requests a full Title IV-D case on an open limited service case, document the case with the activity code A0106 No Longer Limited Assistance/See Narrative. Add a note to the Comments section.
  • After the limited services action is taken on an open case, close the case using the 909 UIFSA Closure code found on the AZCARES Closure Checklist.

4. Updating the Case Payment Hold or Suppression Screen

  • When the requested action on a limited services case requires updating Financial screens, remedies on the Suppression screen must be suppressed to prevent automated enforcement actions.
  • Limited service requests that require the enforcement actions on the Suppression screen to be suppressed include:
  • Collection of Unemployment Insurance (UI) benefits.
  • FIDM seizures, in some instances.
